PROBLEM TO BE SOLVED: To provide a grinding wheel, an outer surface grinding wheel grinding method, and an outer surface grinding device, for a material having a substantially circular section, for eliminating angular part in partially grinding the periphery of a round bar steel material or steel pipe and performing grinding with high efficiency. SOLUTION: This grinding wheel 5 is adapted to grind the outer surface of a material having a substantially circular section, and provided with a groove having a substantially circular-arc section and a radius larger than the radius of the material having a substantially circular section, which is formed on the periphery thereof in the direction intersecting perpendicularly to the axis of rotation.
