PROBLEM TO BE SOLVED: To provide a cement blend, which has an excellent low dry-shrinkage property without reduction of air-entraining property and freeze-thaw durability not only under a low temperature condition but also under a comparatively high temperature condition in the summer season or the like. SOLUTION: The cement blend includes a shrinkage reducing agent, an air-entraining admixture, and cement. The shrinkage reducing agent is a compound expressed by general formula (1): RO(AO)<SB>n</SB>H (1) ( wherein, R represents a 4C alkyl group, AO represents a 2 or 3C oxyalkylene group, and n represents a number of 1-20). The surface tension of the supernatant liquid of the cement paste that is obtained by mixing, by mass, 2 parts of the shrinkage reducing agent, 100 parts of normal portland cement, and 55 parts of water is 35-40 mN/m at 25°C.
