PROBLEM TO BE SOLVED: To provide a collected information providing device and a portable data collecting terminal device capable of securing valuable and effective collected information out of coverage events. SOLUTION: When a server 3 receives a data collection request from a data collection request source terminal 1, the server 3 detects whether a portable terminal 2 of a person conducting the data collection exists or not near a coverage location contained in the request. If it is detected that the portable terminal 2 exists near the detected position as a result of the detection, data collection request information is transmitted towards the portable terminal 2 existing near the position. The portable terminal 2 existing near the position receives the transmitted the data collection request information, and the data collection corresponding to the request information is conducted. A collected information corresponding to the data collection is transmitted to the server 3. The server 3 distributes the collected information to the relevant request source terminal 1.
