PROBLEM TO BE SOLVED: To predict a file required by a user. SOLUTION: The system 1 has a file use history management means 2, a file itemization means 3, a context generation means 4, a rule extraction means 5, a work condition estimation means 6, and an information provision means 7. The file itemization means 3 arranges a file group having an equal attribute value about files appearing in a file use history as a single file item to file-itemize the file use history. The context generation means 4 generates a plurality of contexts that are combination of the attribute values. The rule extraction means 5 extracts a correlation rule satisfying the file items, in association with the respective contexts. The work condition estimation means 6 selects one or more predicting file items and one or more predicting contexts from a group of the file items and a group of the contexts. The information provision means 7 specifies a prediction file item correlating with the predicting file item by application of the correlation rule, and enables the target user to access to the file belonging to the prediction file item.
