A system and method are presented for managing service transactions. The method includes defining (52) a project (550) including a plurality of activities and qualifications and preparing (530) a Request for Proposal (RFP) from the project definition (550). A plurality of service providers (30) are notified (656) of the RFP. Proposals are received (74; 662) from prospective service providers (30). The received proposals are ranked (676) based on evaluations of past performance of the prospective service providers (30). The evaluations include weighted categories (434; 456) of activities and qualifications of the service providers, where the weight is a percentage value corresponding to a relative importance of the activities and qualification to the project. The method further includes selecting (54; 696), negotiating (56; 76; 914; 916) terms of performance with the prospective service providers (30), monitoring (58; 78; 980) performance of the project and, upon completion of the project, requesting (60; 80; 1000) evaluations of the performance. |
