PROBLEM TO BE SOLVED: To provide a flat display panel which can easily respond to the pitch change of the pattern to be formed while aiming to improve a throughput and accuracy as well as controllability, and to provide its manufacturing method. SOLUTION: A drawing-out electrode 45 which is drawn out on one side of a substrate 41 is divided into a first drawing-out electrode group 49a and a second drawing-out electrode group 49b, and a first drawing-out part 47a of the first drawing-out electrode group 49a and a second drawing-out part 47b of the second drawing-out electrode group 49b are arranged crossing each other through an insulating layer 50. Further, since a first terminal part 48a of a first electrode 45a and a second terminal part 48b of a second electrode 45b which belong to the first electrode group 49a are arranged alternately on the same plane, the pitch p of the terminal parts 48 can be easily narrowed to one half of the pitch P of the row electrodes 42.
