PROBLEM TO BE SOLVED: To provide an electrifying member capable of being applied to an injection electrifying method using water, realizing injection electrification by taking atmospheric moisture in its surface without supplying water particularly, performing high-efficiency and uniform electrification and preventing the production of harmful ozone and the production of nitrogen oxide causing defect of image quality, and also having high reliability and high performance maintainability, and to provide an electrifying device and an electrifying method using the electrifying member. SOLUTION: The electrifying member is constituted so that a surface layer provided on its outer peripheral surface includes water absorptive material or the water absorption on a condition of 23°C and 55% RH of the surface layer provided on the outer peripheral surface is 15-42%.
