PROBLEM TO BE SOLVED: To efficiently change the pressure of a fluid to be changed in pressure by positively preventing the center line of a turning scroll from shifting from the center line of a fixed scroll. SOLUTION: The fixed scroll 3 is mounted to an eccentric turning driving device 1, and a body pivot 5 is mounted to a pivot 2 of the eccentric turning driving device 1. The turning scroll 6 is mounted to the body pivot 5, and a scroll body 7 of the turning scroll 6 is provided with upper laps 8 and lower laps 9 of the same shape as the laps of the fixed scroll 3. A rotation body 10 is rotatably supported to the fixed scroll 3 through a bearing 11, and the body pivot 5 is eccentrically supported in a rotatable manner to the rotation body 10 through a bearing 12. A rotation body 14 is rotatably supported to the fixed scroll 3 through a bearing 15, and the body pivot 5 is eccentrically supported in a rotatable manner to the rotation body 14 through a bearing 16.
