PROBLEM TO BE SOLVED: To secure an ideal amount of suction air to improve startability of an internal combustion engine. SOLUTION: A valve device is for lifting a suction valve of the internal combustion engine, and is equipped with the valve device capable of changing the amount of valve opening of the suction valve. When the internal combustion engine is started according to a normal control operation, the amount of valve opening of the suction valve is a specified amount. Within a predetermined period of time after the start of the internal combustion engine, the amount of the valve opening of the suction valve is increased compared to the specified amount of valve opening.
