PROBLEM TO BE SOLVED: To inexpensively provide a panel heater for a liquid crystal display element by which display responsiveness of a liquid crystal under a low temperature atmosphere is made satisfactory. SOLUTION: In the panel heater for the liquid crystal display element provided with a heating resistive film formed over the nearly entire surface of one surface of a glass substrate and a pair of counter substrates 23 disposed on the resistive film so as to be parallel to each other along the two sides of the glass substrate opposed to each other, a conductive double coated adhesive tape provided with adhesive layers 232 and 233 formed on one surface of a conductive tape base material 231 and on the other surface, respectively, and containing conductive particles 23A in the adhesive layer 232 to be stuck to the side of the resistive film is used as the counter electrodes 23.
