PROBLEM TO BE SOLVED: To enhance software quality and software productivity by expansion of reuse of a control software program section. SOLUTION: In a control system housed in a control device and comprising on-site equipment such as a drive unit which operates various valves etc., and a measuring device which grasps its operation state; a controller to control the on-site equipment; and a man-machine interface equipped with a display, a system construction support tool is prepared and contents of standard software programs made up in modules or packages by functions are modified by each module or package.
