PROBLEM TO BE SOLVED: To provide a QoS (Quality of Service) control device controlling the QoS by necessary quantity while securing the quality of a task. SOLUTION: A task load estimate part 13a calculates a load for every task and an erasable load estimate part 13b calculates an erasable load in the load. A QoS determination part 14 determines a QoS control level and a QoS control time for every task based on QoS control information stored in a QoS control information storage part 12 and the estimated erasable load of each task. In this case, the QoS determination part determines the QoS level and the QoS control time from a less important task using task importance information stored in a task information storage part 12a so as to satisfy the necessary QoS controlled variable and stores them in a QoS control level/time storage part 12d. A QoS control part 15 controls the QoS for a control time determined in the QoS control level stored in the QoS control level/time storage part 12d and determined for every task.
