PROBLEM TO BE SOLVED: To provide a silver halide photographic emulsion of high silver iodide having good preservation at high sensitivity, and to provide a heat-developable photosensitive material having low Dmin and high Dmax at higher sensitivity and having excellent photoimage preservation after treatment. SOLUTION: The silver halide photographic emulsion contains silver iodide of 80 mol% or more and 100 mol% or less, and has pAg of 5.0 or less and 1.5 or more. The silver halide photographic emulsion contain at least one cyanin dye in which polarograph half-wave reducing potential is more imperfect than -1.1V and LogP is 0.68 or more, and at least one compound having polarograph half-wave oxidizing potential that is more imperfect than 0.2V than that of the cyanin pigment.
