<P>PROBLEM TO BE SOLVED: To promote sales of commodities without requiring a central management server. <P>SOLUTION: When a vending machine has sold a commodity after verification of a terminal device 10, the vending machine searches whether sale history information corresponding to user information of the terminal device 10 exists in a vending machine memory 203 of the vending machine itself or not. The sale history information is updated when existing there, and the sale history information corresponding to user information of the terminal device 10 is searched furthermore through a network when not existing there, and new sale history information is generated and is stored in the vending machine memory 203 correspondingly to user information of the terminal device 10 in the case that the sale history information doesn't exist in any other vending machine.
