PROBLEM TO BE SOLVED: To provide an exhaust pressure control device of an internal combustion engine capable of surely attaining a desired exhaust pressure by realizing a precise open area in the position of an exhaust throttle valve in exhaust pressure control, thereby properly limiting an exhaust flow quantity. SOLUTION: A packing member 21 is adhered to the inside wall of an exhaust pipe 4, and the valve element 10 of the exhaust throttle valve 6 has an orifice 22 provided through it. After the valve element 10 is allowed to abut on the packing member 21 to block the clearance between the circumference of the valve element 10 and the inside wall of the exhaust pipe 4, exhaust gas is passed while limiting the exhaust gas flow rate through the orifice 22 of the valve element 10.
