PROBLEM TO BE SOLVED: To prepare an oily solid cosmetic having excellent usability, a lustrous feeing of a make-up film, secondary anti-adhesion effects, humectant effects and persistence thereof. SOLUTION: This oily solid cosmetic is characterized by comprising a specific polyoxyalkylene group-containing silicone compound, a specified fluorine-modified cyclic silicone, a specific hydrocarbon oil and a solid oil.
