PROBLEM TO BE SOLVED: To provide a packaging device for easily performing the delivery and guide work of a starting end side of a film in rearrangement of a rolled web or newly setting of film. SOLUTION: In the packaging device, a side edge part of a cylindrical film F3 is carried while being held by a pair of feed roller 5 which are a carrying device 6 to be rotated by a drive source 12 in a feeding operation of a regular packaging film F1. A one-way clutch 21 is interposed between the drive source 12 side and the feed rollers 5 side so as to rotate the pair of feed rollers 5 along the feeding direction of the film F3 individually from the rotation of the drive source 12.
