PROBLEM TO BE SOLVED: To provide a punch press having a break-through mitigating means suitable for the punch press, and a low noise punching method. SOLUTION: The punch press 1 comprises a punch holder 19 having a portal body frame 3 comprising an upper frame 3a and a lower frame 3b with a punch 21 fitted between the upper frame and the lower frame and a die holder 15 with a die 17 fitted thereto, and having a die pressing means 23 to press the punch on the upper frame. A first break-through mitigating cylinder 45 capable of pressing the upper frame downwardly is provided above the die pressing means. COPYRIGHT: (C)2004,JPO
