<P>PROBLEM TO BE SOLVED: To provide a system for issuing an IC card, which can adapt to a file type of various formats for a tool to issue the IC cards. <P>SOLUTION: A system for managing to issue the IC cards, at first, generates both files of a template and a data for issuing the cards with a help of the common format, which does not depend on a card issuing apparatus for generating a template to issue the cards of the system for managing to issue the IC cards, and also generates a file for a tool to issue the IC cards by facilitating an application for converting a card issuing command.
