<P>PROBLEM TO BE SOLVED: To make a transmission line required for transmission securable at a transmission time when periodically transmitting observed data to a counter radio station. <P>SOLUTION: Before the transmission time, the required transmission line is secured. The timing to confirm the transmission line is determined in accordance with the level of a block rate which is calculated (difficulty of securing the transmission line) from the use rate of the transmission line, use time per transmission line and the number of transmission lines. When the block rate is high, the timing to secure the transmission line is made earlier and when the block rate is low, on the other hand, the timing to secure the transmission line is delayed. <P>COPYRIGHT: (C)2004,JPO |
