Material of the second component (2) is largely enclosed by material of the third component (3). Their volume ratios are selected such that their overall fuel permeability, strength and swelling closely resemble those of the second component. Materials of the first component (1) and the third component can be melted. 20-100% of the third component cross section permeable to fuel, is covered by the second component. Both these components are annular. The first component is tubular, and is surrounded by the third component. The working temperature of the material of the second component is less than the decomposition temperature of the material of the third component.
