<P>PROBLEM TO BE SOLVED: To provide a simple and low-cost encryption communication system which does not need an encoding synchronous monitoring circuit at each encoding/decoding unit and a multiplexing circuit by raising a using efficiency of a communication channel by shortening a transmitting time. <P>SOLUTION: The encryption communication system includes a terminal unit, and connects an encryption unit for communicating via the encryption by a communication channel by using an encryption unit for communicating via the encryption for encoding and decoding a generated random number by generating the random number.
