PROBLEM TO BE SOLVED: To naturally scale up or down the bit map fonts of a small size used in cellular phones, PDAs, etc. SOLUTION: The fonts which are the objects of scaling up or down are divided to rows and columns and costs are calculated in accordance with configuration pixel patterns by each of the rows and the columns. The costs in the scaling up processing indicate segment quantities, making the rows or columns of the smaller costs, i.e., the rows or columns having the pixel arrays closer to the segments hard to be scaled up. Also, the costs in the scaling down processing indicate the similarities with the adjacent rows and columns, making the rows or columns having the analogous pixel patterns nearby preferentially as the targets for scaling down. The rows and columns to be scaled are determined in accordance with the pixel configuration of the fonts to be scaled in actuality and therefore the naturally scaled fonts are obtained.
