PROBLEM TO BE SOLVED: To drill a hole in reinforced concrete while avoiding a hindrance such as a reinforcing bar inside the reinforced concrete, even if a position to drill the hole in the reinforced concrete interferes with the hindrance, and to fix an anchor to the hole drilled in this way. SOLUTION: A water jet nozzle 12 ejects high pressure water, including an abrasive material, to a reinforced concrete member 22. A driving mechanism 24 drives the nozzle 12 so that the locus of the high pressure water, which is ejected from the nozzle 12, can be made circular. A soft material is used as the abrasive material which is included in the high pressure water. The anchor, which is composed of a rod-shaped member with flexibility, is fixed to the hole drilled in this way. COPYRIGHT: (C)2004,JPO
