PROBLEM TO BE SOLVED: To provide a method and apparatus for forming fine aerosol particles existing as primary particles as long as possible by selecting a supercrtiical fluid as a more suitable solvent used in the formation of aerosol particles. SOLUTION: The method of forming and dispersing aerosol particles comprises releasing a supercritical fluid suspension formed by suspending an aerosol-forming substance in a supercritical fluid under an environmental conditions favorable for the vaporization of the supercritical fluid and forming and dispersing the aerosol-forming substance as aerosol particles in the gas which is a vapor of the supercritical fluid from the supercritical fluid suspension.
