A signal processing system, signal processing apparatus and method, recording medium and program that can accurately reconstruct those high-frequency components of narrow-band signals which have been suppressed. A narrow-band audio signal having a low-frequency component is framed by a frame output part (11), and then spectrum-translated into a frequency axis signal by a DCT translating part (12). A learning table (14) extracts the spectrum data of a high-frequency component from an address corresponding to a class code supplied from a classifying part (13). The extracted spectrum data of the high-frequency component is combined, by a spectrum combining part (16), with the spectrum data of the low-frequency component outputted from the DCT translating part (12), thereby outputting a wide-band audio signal having the combined high- and low-frequency components. The invention is applicable to a mobile telephone.
