PROBLEM TO BE SOLVED: To provide a method for inexpensively producing a modified body of a nonconductive porous material by which the body to be treated is uniformly treated in high treatment efficiency; and to provide a production apparatus. SOLUTION: The production method comprises arranging at least a part of the nonconductive porous material 11 which is a material to be treated in a discharge-treating space surrounded by surrounding bodies 31 and 32 comprising an air-impermeable material including at least an air-impermeable dielectric substance so as to enable pressure reduction and discharge, reducing the pressure of the interior of the discharge-treating space by an exhauster 41, substantially sticking a part of the material to be treated arranged in the space to the surrounding body, discharging in the discharge-treating space by a discharge device 21, 22 and 51 positioned at the outside of the discharge-treating space while keeping the pressure-reduced state to treat the whole surface of the nonconductive porous body.
