PROBLEM TO BE SOLVED: To provide a thermal development apparatus which speedily and uniformly develops a thermal-development material and further to provide a durable thermal development apparatus which imparts high image quality by improving fouling of a heat drum in the thermal development apparatus and transfer of fouling to the thermal-development material for a long period. SOLUTION: The thermal development apparatus which thermally develops the thermal-development material having on one surface of a base a photosensitive layer containing silver salt and a reducing agent and a layer protecting the photosensitive layer is characterized in that the heat drum or a counter roller of the thermal development apparatus has a primer layer, containing fluorine-containing olefin-like polymer with a functionality containing oxygen atoms between an outermost layer and core metal.
