PROBLEM TO BE SOLVED: To provide a charging roller which has excellent uniform chargeability and is less in environmental dependance and bloom. SOLUTION: In the charging roller having a metal core and a cylindrical resin layer covering the periphery of the core, the resin layer contains a thermoplastic resin, a metal salt constituted from the cation constituent of alkaline metal or alkaline earth metal and an anion constituent capable of ionic dissociation, an organic compound capable of dissolving the metal salt, and a carbon nanotube.
