PROBLEM TO BE SOLVED: To make it hard to cause problems of secondary pressure drop and noise in a multi-sequence governor system. SOLUTION: When load is small, only a governor 11 of the 1st sequence 31 having operation characteristics shown in L11 is driven. When a detection means 40 detects that valve aperture reaches 80% set as the upper limit of a normal operation state, a governor 12 of the 2nd sequence 32 starts to operate. When the operation of the governor 12 is started, the operation state, i.e. valve aperture, of the governor 11 is kept near the upper limit, the problems of secondary pressure drop and noise are not easily generated and operation characteristics shown in L20 can be obtained as a whole.
