PROBLEM TO BE SOLVED: To provide a composite magnetic material provided with a fine particle structure film wherein the electric resistance is increased and the spin resonance can be controlled while suppressing the superparamagnetism and to provide an electromagnetic noise absorbing body.

SOLUTION: The composite magnetic material has a structure wherein a pillar structure made of a pure metal such as Fe, Co, or Ni or an alloy containing at least 20 wt.% of the metals is embedded into an inorganic insulating mother body made of oxide, nitride or fluoride or their mixture.
