<p><P>PROBLEM TO BE SOLVED: To prevent a fraudulent use of a ballot card such as taking out the ballot card outside a polling station once and transferring it to a another person or insisting that having broken or lost the ballot card he/she was unable to vote, fraudulently requesting the reissue of the ballot card and performing the double voting. <P>SOLUTION: An acceptance device records an acceptance time and a voter ID on a ballot card in accepting the vote. When being about to vote using the ballot card, a vote device determines whether or not a preset timeout time has passed from the acceptance time recorded on the ballot card to the voting time and, when it is determined to pass the timeout time, outputs an alarm message.
