PROBLEM TO BE SOLVED: To provide a water-based ink composition for a writing utensil, having excellent so-called cap-off properties (dry-up resistant properties) such as resistance to blur and impossibility of writing caused by drying of a penpoint caused when the writing utensil is left in a cap-off state for a long time, and hardly causing reduction of ink performances such as the local viscosity change and pH change of the ink. SOLUTION: The water-based ink composition for the writing utensil comprises at least water, a coloring agent and a salt of pantothenic acid, and the content of the salt of the pantothenic acid is regulated within a range of 0.1-20.0 wt.%.
