PROBLEM TO BE SOLVED: To provide a stable electronic watermark embedding device whose robustness is high by optimum embedding intensity control while a deterioration in picture quality is suppressed. SOLUTION: An electronic watermark signal 15 is generated by an electronic watermark signal generation part 10 from an inputted picture signal 14. An electronic watermark embedding part 11 embeds the electronic watermark signal 15 for the input picture signal 14. An electronic watermark detection part 12 extracts the electronic watermark signal from a picture signal 16 where an electronic watermark is embedded, detects signal intensity and inputs signal intensity information 17 to an electronic watermark intensity control part 13.
