PURPOSE: A traffic signal lamp for a traffic and railway placard is provided to enable to exchange a lamp of a signal lamp or to check and repair the signal lamp rapidly and safely. CONSTITUTION: According to the traffic signal lamp for a traffic and railway placard, a post(100) is fixed vertically to a ground, a wire fixing apparatus(120) and a winch apparatus(110) are installed on a bottom of the post, and a roller(130) is installed on a top of the post. A horizontal section(200) has a body(210) where a lamp(211) is installed, and has a subsidiary roller(230) comprising a guide(220) on its top. A fixing bracket(300) fixes the horizontal section to the top of the post. A wire(400) is fixed to the horizontal section and is wound around the winch apparatus through the wire fixing apparatus.
