PURPOSE: A device for reducing fuel consumption and smoke is provided to improve fuel efficiency of an engine by increasing combustion efficiency of fuel with a magnet, and to prevent air pollution by guiding complete combustion of fuel. CONSTITUTION: A reduction device(100) of fuel consumption and smoke is composed of a fuel particle arrangement unit(110) aligning fuel particles(40) by forming the magnetic field on the fuel moving passage supplying fuel to a burner; a fuel particle atomizing unit(120) atomizing the fuel particulates by applying wave to the moving passage of fuel; and a case(130) containing and protecting the fuel particle arrangement unit and the fuel particle atomizing unit. Plural permanent magnets with the magnetic flux density over 2500 gauss are arranged in the case. The fuel particle atomizing unit includes calcium, potassium, zinc, copper, manganese, iron, silicon, aluminum, nickel, yttrium, zirconium, strontium, cerium, titanium, thorium, sodium, barium, praseodymium, lanthanum, and rubidium.
