PURPOSE: A new type filter for dust collecting or water collecting apparatus having superior durability and filtering performance through blending of certain constituents by using synthetic resin and activated carbon as a master batch is provided, and a method for manufacturing the same is provided. CONSTITUTION: In a method for manufacturing filter for dust collecting and water collecting apparatus for obtaining a finished product by press forming, heat treating, molding, Teflon powder coating and heat treating a master batch of thermoplastic synthetic resin, the method is characterized in that the master batch of thermoplastic synthetic resin is obtained by passing the injected material through cooling and cutting processes after injecting the heat treated mixture by mixing 85 to 95 vol.% of PE synthetic resin, 4 to 13 vol.% of activated carbon and 1 to 2 vol.% of water and heat treating the mixture.
