PURPOSE: Provided are an eye-liner capable of drawing eye-line finely during make-up and a manufacturing method thereof. CONSTITUTION: The eye-liner(30) comprises a brush holder(10) and a brush(20) coupled at bottom end of the brush holder(10). Inside the brush holder(10), formed is a hollow(16) with both opened ends along length of the holder. The brush(20) is fitted into the hollow(16) of the brush holder(10). The hollow(16) is tapered to be narrowed downward to bottom end(22) of the brush holder(10). The bottom end(22) of the brush(20) is inserted into top end of the holder(10) having the hollow(16) then exposed out of bottom end of the holder(10).
