PURPOSE: A shock absorbing member using waste tires for a vehicle is provided to return the vehicle to the traveling direction through the sliding of the vehicle with effectively absorbing the shock of the vehicle by attaching the shock absorbing member to road facilities, road safety facilities, or road adjacent facilities and accordingly to maximally reduce injuries of human beings by protecting both the facilities and the vehicles. CONSTITUTION: A shock absorbing member(100) using waste tires of a vehicle attached to road facilities, road safety facilities, or road adjacent facilities is composed of an adhering part(10) having a stripe-shape groove(12) formed at an adhesive surface with having a predetermined width; an outer surface part(20) having a plurality of projections(22) protruded in an embossing shape on one surface; a shock absorbing part(30) arranged between the adhering part and the outer surface part and jointed in at least three multi-layer structure; and a plurality of separate shock absorbing devices(32) disposed to each jointed boundary surface(31) of the shock absorbing part.
