PURPOSE: A random number generator is provided to generate the random number not influenced by a frequency character and need no adjustment for a probability for generating '0' and '1' without needing a plurality of noise generator. CONSTITUTION: A counter circuit(1) receives a clock signal through a clock input terminal, receives a random signal through a counter enable terminal, and provides a count value for the clock signal with respect to a transition of the random signal. The first latch circuit(3) latches the count value with respect to the transition of the random signal and provides the first random signal.
