PURPOSE: A circulation water treatment apparatus of gas purification facility is provided which removes the separated anion and cation by separating anion and cation from circulation water after electrically charging foreign materials contained in circulation water, and a water treatment method using the same is provided. CONSTITUTION: The water treatment apparatus comprises an electrolysis unit(100) for discharging the converted circulation water by converting circulation water flown in into circulation water having surface activity; an electrolytic cell(120) for separating cations and anions from the circulation water flown in from the electrolysis unit and discharging the cation/anion removed circulation water, effluent containing a large amount of the separated cations and effluent containing a large amount of the separated anions through respectively different channels; a filter(140) for filtering the cation/anion removed circulation water discharged from the electrolytic cell; and an ion treatment unit for containing calcium hydroxide so that the effluent containing a large amount of anions discharged from the electrolytic cell is reacted with calcium hydroxide, wherein cathode electrode plate and anode electrode plate are positioned in the electrolysis unit with being oppositely directed to each other so that the circulation water flows through between the cathode electrode plate and anode electrode plate, cathode electrode plate and anode electrode plate are positioned in the electrolytic cell with being oppositely directed to each other, a channel is formed between the cathode electrode plate and anode electrode plate so that surface activated circulation water flows through the channel, and the other channels are respectively formed between the channel and the cathode electrode plate and between the channel and the anode electrode plate so that the effluent flows through the channels.
