PURPOSE: A converter operation method is provided to manufacture a steel containing a little phosphorus by increasing the dephosphorization performance of slag. CONSTITUTION: The converter operation method is provided to manufacture a steel containing a little phosphorus by using molten iron consisting of carbon of 4.0 to 4.8 percent by weight, silicone of less than 0.30 percent by weight, and manganese of less than 0.30 percent by weight, iron oxide is thrown at a speed of 100 to 250kg/min within a range of 2 to 5kg per 1 ton of whole charging amount at a time point that the reduction of deadweight is determined.
