PROBLEM TO BE SOLVED: To provide an idling operation control device of an internal combustion engine for maintaining a stable idling number of rotation even when an idling operation is performed at a lean air-fuel ratio after starting. SOLUTION: This internal combustion engine feedback controls a lean air-fuel ratio during a fast idling operation after starting for a constant period. An intake air volume during the idling operation after warm-up of the engine is learned and stored as an air volume learning value QG. While the lean air-fuel ratio is feedback controlled, the air volume learning value is corrected by a correction term QLEAN based on a current target air-fuel ratio and an ignition timing advance volume, so as to calculate a target intake air volume QCAL in the idling operation.
