PROBLEM TO BE SOLVED: To predict degradation state of external members in every area of a country or every state of construction simply and precisely in a short time. SOLUTION: The program to predict the degradation state of the external members comprises a storage means of degradation prediction rule for storing relationship with the degradation state of the external members as a degradation prediction rule, an input means for inputting the area of the country where degradation state is to be predicted, a first predicted value acquiring means for acquiring the first predicted value by reading past weather data of the area of prediction out of a weather data storage means, reading a weather prediction rule out of a weather prediction rule storage means and by correcting the weather data based on the weather prediction rule, a second predicted value acquiring means for acquiring the second predicted value by reading an angle correction rule out of an angle correction rule storage means and correcting the first predicted value based on the angle correction rule, a third predicted value acquiring means for acquiring the third predicted value by reading a degradation prediction rule out of a degradation prediction rule storage means and correcting the second predicted value based on the degradation prediction rule, and an output means for outputting the third predicted value.
