<P>PROBLEM TO BE SOLVED: To provide a software malpractice preventing system for preventing illegal installation and use of software without requiring on-line registration and special hardware or hardware having a unique ID. <P>SOLUTION: The software malpractice preventing system comprises a smart card 7 for storing installation information having a predetermined logic operational expression and a license number showing an installable number and an installation control part 1 for storing the predetermined logic operational expression and installing the software.
