PROBLEM TO BE SOLVED: To enable coding and decoding of motion picture wherein delay is restrained to the minimum while a B picture is used, regarding a coding method and a decoding method of motion picture. SOLUTION: By adding an identifying signal to a header region, restriction is performed in such a manner that only a picture positioned ahead in time is referred in predictive coding between pictures, and coding of a picture is performed in the same order as the order of display so that delay in a coding and decoding apparatus can be restrained to the minimum. Even when especially a B picture is used, coding and decoding are enabled by performing the restriction. COPYRIGHT: (C)2004,JPO
