PROBLEM TO BE SOLVED: To prevent multipath jamming and adjacency jamming. SOLUTION: The device includes a monaural side level compare unit 33 which compares a level of each band splitting signal of a monaural component signal and a reference level, a stereo side level control unit 35 which controls a band splitting signal regarding to a stereo component signal of the same frequency band based on the compared result, a matrix amplifier 23 which creates an FM stereo signal based on the stereo component composite signal and the monaural component signal, a multipath jamming level detector 24 which detects a multipath jamming level from an S meter signal, an adjacency jamming level detector 25 which detects adjacency jamming level from the FM detected signal, and a reference level setting changing part 39 which changes setting of the reference level of the monaural side level comparing unit based on the adjacency jamming level and the multipath jamming level.
