PROBLEM TO BE SOLVED: To produce functional members having different magnetic characteristics by an inexpensive and simple method. SOLUTION: A coating is formed by a mechano-fusion method (S3) using reduced iron powder as ferromagnetic parent particles 2 (S1) and maghemite as child particles 3 (S2), and then a coating of the child particles 3 is formed on the surface of the parent particles 2 to form a magnetic insulating part 6. It is then pressed (S4) and the magnetic insulating part 6 is heat-treated (S5) to manufacture a functional member 1 having a nonmagnetic insulating part 7 obtained by transforming the child particles 3 in the magnetic insulating part 6.
