PROBLEM TO BE SOLVED: To provide a manufacturing method of a plasma display panel in which a discharge voltage and panel brightness can be maintained by improving the quality of a protecting sheet of the plasma display panel. SOLUTION: After the protecting sheet 14 is film-formed, the protecting sheet 14 is calcined under an oxygen atmosphere. By doing this, in the case of the MgO protecting sheet, the bondage of an element Mg and an element O is promoted, and a surface defect due to the complete crystallization of the protecting sheet 14 can be suppressed. That is, if the protecting sheet 14 is film-formed by vapor-deposition or the like, although a part of the protecting sheet 14 constituted of a crystal of an oxide MgO is not crystallized and exists in a high reactivity state, the crystallization of the protecting sheet 14 can be carried out surely by calcining the protecting sheet 14 under the oxygen atmosphere, and without causing an increase in discharge voltage and decrease in brightness property in operating the plasma display panel, the plasma display panel having prescribed display quality can be provided.
