PROBLEM TO BE SOLVED: To provide an image display medium capable of performing multi-color display by using a small kinds of particle groups and preventing the reduction of resolution of an image and to provide an image writing device. SOLUTION: The image display medium 10 is constituted of a transparent display substrate 12, a colored rear substrate 14, a gap member 16 for fixedly holding the gap between the substrates, white particles 18 and black particles 20. An image display device 30 is provided with the image display medium 10, an electrode head 32 and a voltage applying part 36. The electrode head 32 performs white and black display by applying DC voltage between the substrates to move the black particles 20 to the display substrate 12 side or the rear substrate 14 side. When the multi-color display is performed, the particles are moved to the surroundings for exposing the rear substrate 14 by applying AC voltage between the substrates at the position.
